Geneva – Switzerland
As part of the 61st session of the Human Rights Council, the President of the Yemeni Center for the Rehabilitation of Victims of Violations and Torture “Will and Hope,” Sheikh Jamal Mohsen Al-Maamari, met with the Working Group on Enforced or Involuntary Disappearances at the Office of the High Commissioner for Human Rights, headed by Ms. Koat, at the Palais des Nations, Building H, in Geneva.
During the meeting, discussions focused on the files of secret detention facilities and forcibly disappeared persons in Yemen. The President of the Center presented the conditions of abductees and the psychological and living suffering endured by their families.
More than 150 pages of reports and human rights files documenting violations committed by the Houthi militia against civilians between 2025 and 2026 were submitted to the Working Group. The meeting also addressed ways to pressure the militia to reveal the fate of the disappeared and secure their release, as well as to continue efforts to internationalize the issue of abductees and ensure accountability for perpetrators without impunity.
The President of the Center also presented the organization’s efforts to build a database of Houthi officials responsible for torture and abuse against abductees—efforts that represent significant self-driven work despite the serious risks faced by those involved. The discussion further covered recent abduction campaigns targeting civilians and employees of international organizations, including false accusations of espionage, as well as the conditions of detainees in secret prisons run by Houthi security agencies, including details on locations, coordinates, and the harsh conditions endured by forcibly disappeared individuals.
The President of the Center also pledged to provide the Working Group with further monitoring files and accurate information on secret prisons.
Ms. Koat expressed her appreciation for the organization’s efforts and showed strong interest in the files and reports submitted by the Yemeni Center for the Rehabilitation of Victims of Violations and Torture, affirming that these efforts will be included in international reports of the Human Rights Council.
She also informed the President of the Center that the Working Group had formally addressed the Houthi militia regarding the files submitted by the Center, calling on them to clarify the fate of forcibly disappeared detainees held in secret prisons and to release them immediately and unconditionally.
