Overview

The Yemeni Center for the Rehabilitation of Victims of Violations and Torture (Will & Hope) is a non-profit local Yemeni organization headquartered in Marib, with its geographical scope encompassing the entire Republic of Yemen. The organization is dedicated to rehabilitating victims of violations, torture, displacement, enforced disappearance, and arbitrary detention. It also supports victims of landmines and home bombings, providing direct care and assistance to all those subjected to violations and to their families in accordance with human rights standards and available resources, while contributing to rebuilding post-war society.

In Response to the Victims’ Cries – The Story of Our Establishment

The Center was established in response to an urgent need caused by the absence of specialized institutions in this field in Yemen, and to prevent victims from being lost between neglect and oblivion. The idea stemmed from the personal experience of its founder, Sheikh Gamal Al-Maamari, a survivor of Houthi secret detention facilities, whose years of torture left him paralyzed. The Center aims to be a leading institution in providing quality services that restore victims’ rights and offer them a chance to live with dignity. It also contributes, as much as possible, to reducing torture practices worldwide, recognizing that torture is not only used to extract confessions but also to destroy the human spirit and silence the victim’s voice.

How We Work

The Yemeni Center rehabilitates victims of violations and torture and their families through specialized follow-up across various fields, with a professional multidisciplinary team including psychiatrists, public health physicians, psychotherapists, lawyers, legal advisers, social workers, and vocational reintegration specialists. The goal is to restore victims’ dignity and strengthen their ability to reintegrate into society.

Objectives

Providing medical and psychological services to victims of violations, particularly victims of torture and enforced disappearance, and leading national and international efforts to end torture practices and implement relevant UN resolutions.

Providing social and economic support to victims and their families, rehabilitating and reintegrating them into society, and contributing to rebuilding Yemeni society after war.

Advocating for victims’ rights locally and internationally, enabling their access to justice, representing their grievances before relevant authorities and international organizations, and securing justice for them.

Implementing training and capacity-building programs to prepare trainers, transfer knowledge, and strengthen the skills of professionals working in human rights and psychosocial support.

Mission

To build a community culture rooted in respect for the human values and principles derived from international human rights treaties, ensuring a homeland free from violations, prisoners of conscience, torture, enforced disappearance, arbitrary detention, landmines, forced displacement, destruction of property, and all practices that undermine human dignity.

Vision

To be a leading institution in empowering victims, defending their rights, and addressing the consequences of violations they have endured, contributing to a Yemen where all victims of violations, especially victims of torture and enforced disappearance, enjoy justice and redress.

Center Plan

1) Documentation and Testimonies

Collecting testimonies from victims and witnesses of torture, enforced disappearance, and other violations in Yemen, documenting and developing them into case files that serve as an archival record of crimes committed against civilians.

2) Justice and Reparations

Seeking reparations on behalf of victims unable to access transitional justice mechanisms through:

  • Cooperation with local partners and building their capacity in documentation.
  • Collaboration with investigators and specialized lawyers to help victims access justice and hold perpetrators accountable locally and internationally.
  • Creating informed and sustainable awareness and dialogue environments around victims’ issues.
3) Service Programs and Partnerships

Providing programs including treatment and rehabilitation, awareness and advocacy, research and capacity-building, partnership development, legal support, vocational training, and social support, while building strong cooperation with international organizations and stakeholders.
