The Yemeni Center for the Rehabilitation of Victims of Violations and Torture (Will and Hope) strongly condemns and denounces, in the most severe terms, the attacks launched by the terrorist Houthi militia on the territory of the Kingdom of Saudi Arabia. These attacks involved the targeting of cities, civilian objects, and economic facilities, particularly in Abha, Khamis Mushait, Jazan, and Najran, after midnight yesterday, September 7, 2026, according to information received by the organization. These attacks resulted in the injury of 73 civilians, including women and children. The Center condemns the targeting of civilians, holding the Houthi militia fully responsible for the consequences of this targeting, including fatalities, injuries, and the terrorization of peaceful residents.
The Yemeni Center considers these attacks to be extremely dangerous criminal acts that represent a flagrant violation of the rules of international humanitarian law, a deliberate disregard for civilian lives, and a direct threat to the security and safety of the population, as well as a dangerous escalation that threatens the stability of the entire region.
The Yemeni Center holds the Houthi militia fully responsible for these attacks and demands an immediate halt to the targeting of cities, facilities, and civilian objects, as well as an end to the use of ballistic missiles, drones, and other means that endanger civilian lives.
The Yemeni Center affirms that targeting cities, residential areas, and civilian and economic facilities, along with threatening commercial vessels and the freedom of international navigation in the Red Sea, reveals a dangerous approach that transcends the borders of the local conflict in Yemen, posing a threat to regional and international security and to the freedom of international trade and navigation.
The Yemeni Center categorically rejects turning the Red Sea and international maritime corridors into arenas for political and military blackmail, or using global maritime security as a tool to achieve political goals.
The Yemeni Center for the Rehabilitation of Victims of Violations and Torture (Will and Hope) also condemns any Houthi terrorist acts that target commercial ships, threaten the safety of civilian crews, or obstruct international trade and supply movements. These acts pose a threat to the food security of nearly 2 billion people and threaten energy sources for the populations of Asia and Europe, with Yemen, the Arab region, and developing nations in East Africa and Asia being at the forefront of countries affected by food insecurity, thereby exacerbating suffering and tormenting civilians in their everyday livelihoods.
The Yemeni Center further condemns what it considers ongoing Iranian support for the Houthi militia and other armed groups in the region, viewing the continuous supply of armed groups with military, missile, and drone capabilities as contributing to prolonging conflicts and elevating the threat level faced by civilians and states in the region.
The Yemeni Center warns of the grave danger of the role played by Iran in fueling conflicts and supporting armed groups in the region, maintaining that the continuation of this approach exacerbates humanitarian and security crises, threatens the stability of Arab nations, and feeds the cycle of violence and fighting in the Middle East.
The Yemeni Center stresses that supporting, arming, and using armed groups as proxies to execute regional agendas can never be a substitute for respecting state sovereignty and international law. The continuation of this approach threatens to turn the region into an open arena for proxy conflicts, forcing civilians to pay the highest price. This Iranian support for the Houthi militia has turned Yemen into a quagmire of grave human rights violations, during which the Houthis have committed crimes that shock the human conscience.
The Yemeni Center affirms that the Houthi militia’s launching of ballistic missiles and drones, targeting of civilian objects, and threat to international navigation cannot be separated from the regional conflict environment fed by external support. It also emphasizes that civilians in Yemen, the Kingdom of Saudi Arabia, and the rest of the regional states are the primary victims of these policies and cross-border terrorism.
In this context, the Yemeni Center underscores its absolute rejection of any targeting of civilians, regardless of the party behind it or the pretexts or justifications offered to excuse it, affirming that civilian lives are not a legitimate target and that protecting civilian populations is a legal and moral obligation that must not be manipulated.
The Yemeni Center also affirms the legitimate right of the Kingdom of Saudi Arabia, like all nations worldwide, to protect its sovereignty, territorial integrity, population, and residents, and to defend its security and capabilities, provided this is conducted in accordance with the provisions of international law and the rules governing the use of force and the protection of civilians.
The Yemeni Center calls on the international community to assume its legal and moral responsibilities and not to treat Houthi-Iranian attacks as isolated or passing incidents, especially given the expanding scope of the threat to include launching ballistic missiles and drones, threatening international trade and navigation routes, and attempting to disrupt shipping and supplies.
The Yemeni Center warns that the continuation of these actions could lead to grave humanitarian and economic repercussions by disrupting international trade routes, threatening supply chains, and driving up shipping, food, and energy costs, directly impacting civilians in Yemen and the region, particularly the most vulnerable groups.
The Yemeni Center also warns that using starvation or obstructing the delivery of humanitarian or commercial supplies to civilians as a method of pressure or punishment constitutes a serious violation of humanitarian rules, calling on all parties to ensure the unhindered delivery of essential aid and supplies to civilians.
The Yemeni Center for the Rehabilitation of Victims of Violations and Torture calls on the United Nations, the Security Council, and concerned states to take more serious and decisive steps to stop attacks targeting civilians, civilian facilities, and international navigation, and to work toward drying up the sources of funding and arming for armed groups that threaten regional security.
Erada Organization also demands the opening of an independent and transparent investigation into the attacks targeting civilians and civilian facilities, identifying those responsible for issuing orders and executing attacks, and prosecuting everyone whose responsibility for these grave violations of international humanitarian law is established.

While the Yemeni Center strongly condemns the Houthi attacks on the Kingdom of Saudi Arabia, it simultaneously affirms that its stance stems from an unwavering and constant principle: protecting civilians and rejecting their targeting, respecting state sovereignty, opposing the use of armed groups as tools to execute regional agendas, and holding accountable anyone who violates international law.
The Yemeni Center warns that the continuation of externally backed Houthi escalation, the ongoing targeting of cities, facilities, and civilian objects, and the threat to international maritime corridors represent a dangerous trajectory that could push the region into further chaos and destruction, threatening regional and international peace and security.
The Yemeni Center calls for an immediate halt to these attacks, the protection of civilians, the securing of commercial and humanitarian corridors, an end to the arming and funding of armed groups that threaten regional security, and bringing those responsible for crimes and violations to justice before competent judicial authorities.
Furthermore, it calls for cementing the principles that there is no immunity for those who target civilians, no legitimacy for terrorism and the targeting of civilian objects, and that regional security and international corridors must not be held hostage to political and military agendas. Protecting civilians and holding perpetrators of violations accountable is an international responsibility that admits no delay.
